Data HK, or hk for short, is the common abbreviation for Hong Kong, a special administrative region of China. The city is a key hub for global finance, trading, and technology. It’s a natural place to house Equinix data centers and interconnect into a thriving industry ecosystem.
The PDPO sets out rights and obligations of data controllers, and regulates the collection, processing, holding and use of personal information through six data protection principles. It applies to data users in Hong Kong (and those who process or store data in Hong Kong) as well as any third parties engaged by those data users, even if the data is processed outside Hong Kong.
There are certain exceptions to the use limitations and access requirements under the PDPO, including: (i) safeguarding of Hong Kong’s national security, defence and international relations, crime prevention or detection, public interest news activities and legal proceedings; and (ii) disclosing personal data where it is necessary for preventing or remedying unlawful or seriously improper conduct, dishonesty or malpractice by persons, or for the protection of their life or physical or mental health.
A successful data governance program requires the right people. A team of business and IT subject matter experts who can act as communication bridges are critical to building a comprehensive framework. A data governance leader is also essential, to coordinate tasks for the stewards and communicate decisions made by them, as well as drive ongoing data audits and metrics that measure program success and ROI.
